State lawmakers hear success stories from job training program

OLYMPIA — Workforce development advocates gathered in the state capital to champion the Economic Security for All (EcSA) program, highlighting its success in connecting Washington residents with employment opportunities and training.

The delegation, led by SkillSource CEO Lisa Romine, met with state legislators to discuss the program's impact since its codification in 2024. The initiative, which serves as a primary funding stream for workforce development in Washington, has focused particularly on traditionally underserved communities, including rural areas and BIPOC populations.

Program participants Mima Cole and James Moore shared their personal success stories with legislators, including Representatives Mike Steele, Tom Dent, Joe Schmick, and Alex Ybarra, along with Senators Judy Warnick and Mark Schoesler. The legislative meetings also included discussions with Megan Matthews from the Washington State Office of Equity and Wenatchee Mayor Mike Poirier.

The Washington Workforce Association (WWA) has designated EcSA enhancement as its top legislative priority, citing the need for increased service levels and streamlined program administration. The program operates by aligning existing workforce initiatives to maximize their collective impact on employment outcomes.

The SkillSource delegation included Managing Director Susan Adams, Communications Manager Kelli Martinelli, and Business Engagement Specialist Mayra Eaton-Garcia. The organization coordinated its advocacy efforts with the Association of Washington Business (AWB).

According to program officials, EcSA provides resources for connecting businesses with skilled workers while offering training and credentials necessary for individuals to achieve economic independence. The program particularly emphasizes support for traditionally underserved communities, including justice-impacted individuals and rural populations.

The legislative day events were part of the 2025 Legislative Day and Hill Climb, an annual initiative bringing workforce development stakeholders together with state legislators. SkillSource representatives indicated they will continue their engagement throughout the legislative session through their local workforce board of directors.
